The toms gets suppressed because of the snare at the same time.

Change the tom to:

16=0,90,-5,16,2,127,3,3,-10

and it will work.

I got it, although I thought it should work because of each piece was using a different limb.

Jamstix has an automatic suppression of toms in accents when a snare is on the same tick. This avoids unnatural snare/tom hits when an accent is layered over an existing rhythm.
