Playing around with this but can someone please explain what this is doing in detail... any cpu hit for having this checked? thanks in advance.

No CPU hit. If checked, dampening for each sound will occur based on the length of the sound. If not, it is a constant value for every sound. Can be useful if you use high dampening and are concerned with cymbals choking out too soon.
