Do you mean that the XL kits aren't showing up in Jamstix after installation or that you can't find the .rxp file to install the XL kits? I know that it works because I just installed JS on my Surface last night under Win 8.1.

Try starting REAPER via right-click->Run As Admin and see if the problem is gone.
