cannot move part in the song editor

I copied a part, inserted it "after" another, and it was mistakenly placed. I went to drag and drop it, it wont move. What am I doing wrong?

why wouldnt ctrl be copy and drag be reorder? It shows an icon when i drag, i was confused Wink
