The fill trigger is not working correctly in Cubase SL 2.

When I use VSTHost everything works fine, and the fill is triggered everytime I send that particular midi note. But in my cubase setup it only responds to the very first time it receives that note. Afterwards it just ignores the retriggers, though the midi LED is blinking each time i send the trigger note.
