When I right click on a bar and get the dropdown menu and go to fill, should the fill folder be empty? Are there stock fills or is that a place to store saved fills? Actually when I go to "load bar" the groove folder is empty too.

The 'Load' functions for fills and bars are only so you can load some that you have saved yourself before. Just so you can easily use them in multiple projects.

Grooves are generated by the brain so just select the style and drummer you want, adjust the brain if needed and that's it. Fills are generated by the fill generator. Just use the fill boxes in the song sheet or go to a bar you'd like a fill on, click FILL in the brain and then 'COMP'.
