I've had an issue with Jamstix and the way it comes out of the fills at times. I don't know if this is because I don't know how to properly program the drums, or what. When I come out of fills, I want Jamstix to accent the first note of that new measure (post fill) with an accent hit on the cymbals. For some reason, I cannot get Jamstix to do this when I want to.

Am I missing something within Jamstix to enable this?

Is this something being addressed in the upcoming Jamstix 2 release? 9 out of 10 fills return to the groove with a cymbal hit or some type of accent. What am I missing?

This depends on the fill. Some have the crash/kick on the 1 beat after the fill programmed, some do not.

This will be easier in Jamstix 2 where you have much more control over fills via the new fill generator.

For now you can fix this by opening the *.raf file of a given fill in the 'accents' folder and adding this line to the [General] section:

CrashFinish=1

Now save the file and then double-click on the drum set icon next to the 'Forum' link in the top section of the Jamstix interface to reload the data files.
If Jamstix is not open when you edit the RAF file then you can skip that last step, of course.
