Is there anyway of doing that within a "part"?

In other words, I'd like to have bar 1 4 ms ahead, then bar 2 5ms behind - without having the song list cluttered with single measure parts.

Try this:

First bar, press Ctrl-A to select all notes, then use the 'Timing' knob to move them all forward. When finished, lock the bar with the lock icon.

Now repeat with the second bar but use the timing knob to move them behind the beat.
