I am running the demo version at this time, not sure if that makes a difference here.

I am trying to drag & drop files from JS into my Sonar X1 project. I am dropping into the MIDI track. I can not hear anything being played back. The file is there, I can see that there is activity in the meter but no sound.

When I go into drum module mode the only sound I can get back is the kick drum. nothing else..

OK that explains everything. Thought I was losing my mind.
That explains trying to record to midi as well..

So my next question is. When I have those files dropped into my midi track and hit play does JS then need to be in the Drum Module Mode?

Yes, MIDI playback requires drum module mode.
