The cymbal variation option in the drum module mode seems to be a global option that changes all projects that are using this mode. Shouldn't this be a per project option?

I am not using this with an eKit, but with midi files.

I am using Reaper 3.63 with XP sp3.

It's a global option since it was designed for e-drumkit use.
