I figured out how to clear a fill from a bar. Is there a way to fix a bar as
a fill? I am using a Quickstart song and modifying it.

Just click compose while in the fill aspect on the desired bar. If you don't want to have the rest of the fills in that part recomposed, toggle the 'BAR' button. That way it will compose a fill on that bar even if the bar isn't a part repetition or transition, but won't change the fills for other bars in the part.
