Buffer size/Latency are at 128 or 3ms. Pretty good there.
Damn, I really wanted this program to work. I am in recording sessions all day tomorrow, but I'll give it some more time on Monday. If it still acts the same on Monday, then I'll have to give up and move on to other options.

Unless somebody knows how to setup Samp 7.23 better than I do (which is entirely possible) I think 7.23 has too many midi timing issues to use JS. I did it in 8.11 and it works fine, it's the file SlurpyV811.mp3
